They are ‘need-blind’, but their financial aid packages are different from those of US universities. 1. The aid can cover up to 100% of your demonstrated need but usually it does not. They tend to only cover 50%-80% ish for international students. 2. Their aid is not ‘free-money’ - aid mostly constitutes of loans and work-employment, and the MOE bursary, which demands you to work in Singapore for at least three years after you graduate. All portions of the aid package are optional. Usually MOE > loan > work > other allowances in terms of monetary value.
